Loan Participation Manager

The Loan Participation Manager will be responsible for developing strategic direction and implementation of participation purchases and sales, as part of Publix Employees Federal Credit Union’s (PEFCU) overall growth strategy. Fundamental to the position is the identification, development, and maintenance of counterparty relationships with brokers, credit unions, banks, and other financial institutions with a focus on the creation and awareness of consumer, commercial and real estate participation opportunities. In addition to this, the position will be responsible for overseeing the post-close quality control of consumer and mortgage loans. This position will be responsible for ensuring the loans meet compliance and regulations. This position will assist management with identifying knowledge or process gaps. The individual in this position should possess advanced knowledge of lending principles, practices and procedures and have a solid understanding of legal documents as they relate to business and consumer loan transactions.

  • Identify & develop network of direct relationships with credit unions, banks, & other fixed income investors
  • Build out and maintain participation program and system needs to support growth of the portfolio.
  • Assess commercial participation purchase opportunities for acceptable credit quality standards; Arrange and conduct site visits; Review and analyze risk; Conduct annual financial reviews.
  • Design and negotiate terms and conditions of loan purchase and sale transactions for the benefit of PEFCU.
  • Collaborate with legal counsel to negotiate agreements needed to conduct transactions and manage partnerships.
  • Clarify and recommend enhancements to policies, standards & procedures to ensure efficient & effective governance & operational controls.
  • Complete due diligence on a statistical sample of loans to ensure the risks (credit risk, interest rate risk and liquidity risk) are acceptable for PEFCU.
  • Develop and manage reporting on all participation loans, purchased and sold.
  • Perform in-depth financial analysis and annual review of participation loans, as needed. This includes a review and analysis of the rent roll, new lease agreements, personal and business tax returns, and personal financial statements. Requires conducting a property level loan review and global cash flow analysis, and market analysis on the property and where situated. Obtain information from Costar reports and includes perspective on any critical factors.
  • Collects and analyzes financials from lead Credit Unions on an annual or as-needed basis.
  • Reviews financial reports and policies/procedures for other Credit Unions for all sub-debt lending.
  • Assists in the coordination of funding for participation sales and purchases.
  • Communicates with third-party to ensure timely transactions.
  • Communicates and coordinates with accounting on financial reviews and funding.
  • Facilitates audits on all participating and sub-debt Credit Unions quarterly to ensure stability and financial fitness.
  • Ensures that participation loans meet all CU and regulatory requirements.
  • Adheres to a lending culture that is consistent with the CU’s short-term and long-term strategic initiatives.
  • Strives to achieve annual departmental goals which align with budget and operating plan objectives.
  • Establishes and consistently updates formal tracking worksheets/schedules for every loan/pool within the portfolio, based on their payment schedule & maturity.
  • Ensure loans files are originated efficiently and accurately while meeting set organization goals.
  • Ensures real estate loan files are complete, property organized and imaged.
  • Ensures consumer loans packages are complete and accurate.

What you need…

  • Bachelor’s Degree in Business, Finance, or related field preferred
  • 5+ years finance, loan operations, or commercial lending experience
  • Detailed understanding of loan and banking products and services.
  • Advanced understanding of financial accounting concepts.
  • Experience reading complex loan contracts, with the ability to comprehend each document, discern inconsistencies and errors, and provide resolution.
  • Knowledge of Federal and State laws and regulations, as well as industry best practices, including BSA, AML, Patriot Act, CIP, and OFAC regulations and guidelines.
